Jammu: Police and Army today gunned down two militants of Lashkar-e-Toiba (LeT) outfit, who had been trying to revive the outfit in Kishtwar district. A conspiracy to revive the defunct LeT in Kishtwar had been hatched in jail by the two slain militants. Police and troops of 17 Rashtriya Rifles launched a joint search operation at Bonjwar in Kishtwar district this morning after developing specific information about presence of two militants in a hideout inside a natural cave. A contact with the militants was established at 8 am and in an hour long gun-battle, both the militants were killed, IGP Jammu Dilbagh Singh told media persons here this afternoon. DIG Doda-Ramban range Manish Kumar Sinha supervised the entire operation. The IGP said the LeT outfit, which had been finished in Kishtwar, was being revived by the slain ultras but with their killing the outfit has once again been wiped out in the district. The killed militants have been identified as Shahnawaz Khandey alias Bilal Ahmed son of Ghulam Mohammad Khandey, a resident of Suzna, Palmar and Mohammad Rafi son of Abdul Rashid Mochi R-o Marwari, Sarthal. An AK-47 rifle, taken away by the two militants after killing SPO Mohammad Hanief son of Saif Din R-o Drubri, Thathri on December 8, 2011, was recovered from the possession of the slain militants besides a Chinese pistol, two magazines, 56 rounds, identity card of the SPO and two other identity cards. The IGP Dilbagh Singh said both the militants had met in jail after their arrest where they conspired to revive the LeT outfit. After their release, they planned the murder of SPO Hanief to take his assault rifle. They lured the SPO on the pretext that they would help him kill a militant but instead killed the SPO and decamped with his weapon. Mr Singh said there were nine active militants in Kishtwar and with the killing of two militants, now seven ultras have been left. To a question on three Delhi blast accused militants, wanted by the NIA and hiding in Kishtwar, he said in one encounter, police had nearly caught two of them but they slipped away. He added that it was just the matter of time when police would capture the militants. Asserting that there was zero infiltration in 2011, Mr Singh said the militants were desperate to intrude into this side but were finding it impossible. He added that police was also doing well on crime front and all murder cases have been worked out. He said traffic congestion remained a problem in the City and various agencies were working to solve it. Mr Sinha said several cases of killings and other militant activities have been worked out in Kishtwar district with these killings. Mr Sinha said both the terrorists were involved in killing of a SPO Mohammad Hanief son of Saif Din R-o Drubri, Thathri in Doda district, who was posted in DPL Doda while he was on operational duty at Palmar. Their other two accomplices in the murder case of Hanief namely Nafees Munwar son of Mohammad Munwar R-o Suzana Palmar and Basharat Ali son of Mohammad Farooq Bakerwal R-o Hiranagar, Kathua have already been arrested and were in jail. Shahnawaz alias Bilal Ahmed was a recycled militant, who was earlier active between 2002 to 2006. In the year 2006, he was arrested in Shopian. In the year 2005, he was involved in the killing of two SOG personnel in an encounter in Dool area of district Kishtwar for which a case had been registered in Kishtwar police station and a warrant under Section 512 CrPC was issued against him. 'However, their was a typographical error on the arrest warrant, which was in the process of rectification for execution. After his release from jail in the year 2011, Bilal came to learn about the initiation of the process of rectification of his warrant and apprehending his inevitable arrest decided to become active again’’, police said. Mohammad Rafi son ofAbdul Rashid Mochi R-o Marwari Sarthal was a SPO in Police Department. In the year 2005 when he had killed a police constable Javed Ahmed in Kara, Gandoh area, fled away with his service weapon and joined LeT. However, after 6 months, he was arrested for the murder of Javed and was bailed out in 2010. After being bailed out, he along with Shahnawaz alias Bilal started making efforts for reviving LeT in Kishtwar area. For the purpose, they started motivating youth for recruitment and decided to kill security personnel and snatch their weapons. As a part of this conspiracy they along with Nafees Munwar son of Mohammad Munwar R-o Suzana Palmar and Basharat Ali son of Mohammad Farooq Bakerwal R-o Hiranagar killed SPO Mohammad Hanief while he was on operational duty in Palmar area and fled away with his service weapon and restarted LeT activities in Kishtwar from December last year. The operational team was led by SP Kishtwar, B S Tuti and was supervised by DIG Doda-Ramban range Manish Kumar Sinha.
