Two more arrested in fake encounter, 4 SPOs detained

Jammu: Police today arrested two more persons involved in fake encounter of a civilian at Hari forests in Surankote tehsil of Poonch district and detained four Special Police Officers (SPOs), posted with the accused SPO Noor Hussain even as it gathered more evidence in the killing. The insane youth, who was killed by SPO Noor Hussain son of Said Mohammad R-o Marhot, Surankote and a 156 Territorial Army jawan Abdul Majeed son of Mohammad Bashir R-o Dara Sangla, Surankote and described as militant, was buried this afternoon after doctors confirmed that he had been circumcised. His photographs have been kept for identification. Police said the body could even be exhumed if the family, after identification of the youth, wanted to see it. A PTI report from New Delhi said Defence Minister A K Antony has directed the Army to submit a detailed report to him on Surankote encounter, which took place at Hari forests on the intervening night of August 6 and 7. 'The Minister has directed the Army to submit a detailed report to him on the incident’’, Defence Ministry sources said in New Delhi. Police sources in Poonch said that Ghulam Mohammad alias Baba, a resident of Hari Safeda in Surankote, who had been absconding after the arrest of SPO and TA jawan yesterday morning for killing the insane youth as militant for the sake of promotion and cash rewards, was arrested this afternoon from a dhok in Hari forests. Baba had supplied a pistol, magazines and rounds to the SPO, which had been kept by the killers near the body of slain youth to make him a militant. The pistol was a rusted weapon. The pistol and ammunition have been seized by police and sent for Forensic examination. 'A look at the weapon indicated that it was a rusted and no shot could have been fired from it’’, police said, adding Baba was being questioned to ascertain source of weapon and ammunition. He was also being quizzed to know whether he was aware of the conspiracy hatched by the SPO and the TA jawan to kill the insane youth for taking promotion and cash rewards. Another person, Abdul Rehman of Sangla Top of Surankote has been arrested for giving shelter to the SPO and the TA jawan in his house on August 5 i.e. a day before they brought the insane youth from Gujjar Mandi, Rajouri to Surankote for the killing. Police said the killers had kept the insane youth in the house of Rehman for the night before taking him to Hari forests the next day to kill him describing him as the militant. Rehman happened to be maternal uncle of Noor Hussain. A Special Investigating Team (SIT) of police headed by Additional SP Poonch Yougal Manhas under the supervision of SSP Poonch Ashkoor Wani today identified a hotel in Rajouri in which the killers had stayed for the night before picking up the youth from Gujjar Mandi, Rajouri. A Tempo Traveller has also been identified in which the youth was transported from Rajouri to Surankote. Sources said this has been done to gather more evidence against the accused. Two employees of Krishna Hotel, Rajouri were detained for questioning. They have identified the SPO, the TA jawan and the insane youth from the photograph as the accused had kept the boy in the hotel for the night. Sources said the body of the insane youth was buried following medical report that he had been circumcised. A religious team had on Sunday refused to bury the body saying that the youth hadn’t been circumcised. This led to suspicion and further investigations finally unearthed the conspiracy of fake encounter. The body had to be buried without identification as the killer had fired a burst of an AK rifle directly on his face to deface him beyond recognition. However, police said, the body could be identified from the photographs, which have been preserved, and sent to various police stations of Jammu region especially Rajouri district for identification. However, no one has so far come forward to claim the body. As reported, the 26 years old youth was insane and kept moving in Gujjar Mandi, Rajouri. The TA jawan, who had been earlier posted at Palma, was aware of the youth and he gave the idea to the SPO for killing him as a militant to get promotion and rewards. Police said four SPOs, who had been posted with Noor Hussain, have also been detained for questioning. They were being quizzed about the activities of Noor Hussain to ascertain whether he was involved in such activities earlier also. Meanwhile, a court in Surankote today gave police remand of the killers to police. When they were being taken for remand, local people held a protest against them. It may be mentioned that both the SPO and the TA jawan were arrested yesterday and booked for murder charges under Section 302 RPC.
