300-350 Terrorists Active: DGP1 April 2011

Jammu: While nearly 45 % reduction in the militancy related incidents has been recorded in the first quarter of this year (2011), over 300 to 350 terrorists are still active in the Jammu and Kashmir State. Talking to media-persons here today, the Director General of Police (J&K) Kuldeep Khoda said though a total 232 militants were eliminated by the security forces during the year 2010, but nearly 300-350 terrorists were still active in the Jammu and Kashmir State. Out of these total ultras operating in J&K, nearly 45 % of them are foreigners. Referring to the infiltration attempts along the borders- LoC and the infrastructure raised on that side for facilitating the terrorists, the State Police chief said there seems to be no change in the attitude of the neighbour. Militant infrastructure (launching pads and training camps) was still intact on that side and attempts from that side are also continuing. But the forces were on the high alert and capable to thwart any attempt from across or within. He however, declined to give the number of terrorists waiting for infiltration from that side on the plea that it will not fair, rather possible to give the exact figure of people in the camps. While responding to another question, Mr Khoda said , ' we expect better over all law and order situation in the State in the coming summer months. Meeting of two countries Prime Ministers at Mohali two days back during match was good indicative. We hope situation will improve here and things move into positive directions in coming months. He said the results of first quarter of this year, from January Ist to March 31, 2011 indicate impressive improvement in the situation as 45 per cent reduction in the militancy incidents has been witnessed. Though challenges are always there, yet performance of security forces, changing mind set of the people and their cooperation and support is another reason behind it, ’’ the DGP maintained. Giving figures, Mr Khoda further said last year as already reported, nearly 450-500 militants were operating in the State. There have been reports of nearly 100 odd more ultras having infiltrated into this side during the year, whereas, the number of militants killed during last year were 232. The incidents of killings in Tral and Kupwara recently shows that the ultras try to show their presence and strike under extreme pressure from their mentors. But during first quarter of this year a total 70 incidents of militancy were reported as against 127 occurred during the corresponding period of last year (2010). The DGP further disclosed that during first three months of this year three security force personnel including two Army jawans, were killed during anti-militancy operations whereas, last year ( from January Ist to March 31), 19 security personnel lost their lives. So, nearly 84 % decline on this count has been witnessed. A total 13 militants were eliminated during last three months while 37 were shot dead during first quarter of last year. The number of civilians killed by the terrorists during the first quarter of last year was 13. Mr Khoda disclosed that a total 30 militants were arrested by the security forces during first quarter of this year while during the corresponding period of last year, total 16 ultras were arrested in the State. The number of militants surrendered during first quarter of this year and the corresponding period of the previous year, however, remained the same which is seven the DGP added. On coming Panchayat elections, Mr Khoda said all the arrangements have been made taking care of the sensitive areas as well and no additional companies of the security forces are being deployed. Where ever the demand arises as per the situation, additional police personnel from Armed and IRP battalions will be placed there. Additional DGPs, K Rajendra and Ram Lubhaya were also present in the conference.
