Ultras Use Mentally-challenged

Jammu: For the first time in the 15-year-long history of insurgency in Jammu and Kashmir, the militant outfits are using mentally- challenged youths for carrying out subversive activities. Police was shocked to find out that Shaukat Hussain, (21), who died today after an Improvised Explosive Device (IED) which he was carrying, exploded, was mentally-challenged. The incident occurred in violence- prone Surankot area of Poonch. Shaukat was the son of Shah Mir of Satthu Mohalla. 'The youth was mentally-challenged and terrorists were apparently using him for carrying or planting the IED,' senior superintendent of police, Poonch, Mr Shiv Darshan Singh Jamwal. For over a decade, the terrorists had been using animals for carrying the IEDs. A few years ago, in Mahore, Udhampur, they had used animals for blowing up an Army camp. But never before mentally- challenged youths were used for the purpose. 'This is gross human rights violations. The mentally-challenged youths who cannot even think properly are being used in militancy,' Mr Jamwal said.
