Vadodara: Ruling out an international observer for the forthcoming Assembly elections in Jammu and Kashmir, the Chief Election Commissioner J.M. Lyngdoh on Sunday said international experts were, however, free to visit the state during the election. The polls would be free and fair and there would be no change in the schedule, Lyngdoh asserted. He also added: ''International experts can come in their individual capacity and visit the state and the Election Commission will not invite them.''
