SRINAGAR: The People''s Conference chairman, Sajjad Lone, has taken the separatist leadership to task for its ''criminal silence'' on anti- Kashmiri policies. He termed the militant leaders across the border fugitives and said they have no right to dictate. Addressing a mammoth rally at Bandipore in north Kashmir, Mr. Lone said ''irrespective of the source of anti-Kashmiri activities these should be condemned''. He lamented the increase in the loss of civilian lives. Mr. Sajjad was critical of the role of the militant commanders across the border. ''People who have abandoned the battlefield in Kashmir have no right to dictate about dos and don''ts.'' Kashmiris were not ready to accept dictates from deserters. Ruling out participation in the elections, he said the announcement of elections was a snub to the efforts of the international community in resolving the Kashmir issue.
