Srinagar: Police suspects the hand of a top militant Usman of Hizbul Momineen in yesterday''s IED explosion at Matipora in which the former housing minister Molvi Iftikhar Hussain Ansari was injured and two policemen and a driver killed. This was disclosed by director general of police (DGP) Gurbachan Jagat at a press conference here today. '' The first attack on Ansari at Khawaja Gund Qasim, in which 13 persons were killed and 30 others injured, was also masterminded by Usman. He was at that time in Nepal. But now he has returned and was seen with his father in Pattan area a few days back'', said the DGP. According to Jagat, Abid Hussain, the younger brother of Molvi also mentioned presence of Usman in Pattan during a meeting with him this morning. The police chief refused to comment on a reported statement of Abid Hussain which he stated that the explosion occurred some 50 metrs away from a police post and that cops might have triggered off the blast with a remote controlled device.'' I have not seen his statement, so I will not comment'', he said. The DGP disclosed that IG operations PS Gill has been asked to probe the incident. '' Earlier, he (Gill) was asked to investigate the Khawaja Gund-e-Qasim blast also and had almost completed the investigations. The blast was triggered off by Hizbul Momineen on the directions of Usman. Four militants were arrested and one of them was killed while trying to escape from police custody in Baramulla, he added. Jagat said additional security cover was provided to Ansari after the first attempt on his life. Manpower for his security was increased and so were the police vehicles. Even the security arrangements at the venue of his meeting yesterday were adequate. But militants had planted the IED on road to carry the attack. Asked whether he apprehended more militant attacks in view of the visit of prime minister A B Vajpayee to US, the police chief said, '' Police and security forces are always alert to foil militant attacks. The militants have disclosed their designs to cause some mischief. What was the fun in claiming that security forces will massacre Hindus during Vajpayees visit. That means they want to create some mischief''. Jagat observed that it is crystal clear that from Chatti Singhpora to Pahalgam, ISI was involved in all massacres. Referring to the Hizbul Mujahideen cease fire, he said a number of militants groups did not like it and disrupted it. They also indulged in carnages to damage the peace process. Asked whether there was any possibility in future of another cease fire with Hizbul Mujahideen, he said he can not make any comment on that. About the supply of AK rifles and police uniform by SOG Budgam to a gang of highway dacoits, he said '' I will not deny it. But I want to say that a disinformation campaign has been launched against SOG and all crimes happening here are being attributed to this force. The allegations against SOG have lost credibility and even the genuine allegations are over shadowed by the false and baseless allegations'', the police chief said. He asked when the human rights institutions and organisations like Amnesty International raise a hue and cry over small incidents, why do not they take cognizance of the massacres of innocent people by militants. He said tourists are safe in Kashmir and there is no danger to their lives here.
